Institutional conditions of governing in service of the adaptation of educational systems in five Eastern-European countries

Abstract
The following paper summarizes the findings and conclusions of a comparative research in the CEU Center for Policy Studies (from 2020: Democracy Institute) on the institutional conditions for educational adaptation with regard to governing. Research was conducted between 2019 and 2021 in Eastern-Europe ("Future Challenges to Education Systems in Central-Eastern European Context"). It covered five countries: Hungary, Poland, Romania, Serbia and Slovakia. The study provides an overview on the structural transformation of education governance systems in the five countries and analyses their capacity to generate school-level change.
