Absztrakt

The latest modification of Hungarian waste management legislation in 2015 – the Waste Act became effective on the 1th of January, 2013 – caused several difficulties. The new regulation tried to solve some persistent problems, but created new ones. The Hungarian waste management public service system was fully remodelled in 2013. The foreign-owned private public service companies left the Hungarian market in 2013-14. The initial speculation about the possible „nationalization’ of the waste management public services has not been confirmed yet. However, the establishment of the National Coordinator Company and the imposition of a nationally centralized collection all of waste management public service fees show that there is a possibility to have a holding company for public waste management utilities that would take over the duties of the municipal public service providers. In my paper – using the methods of the implementation research – I examine the effects of the recent changes in the legal system, the possible consequences of this new situation and how it affects the provision of public services and the evolution of pollution caused by household waste.
