The necessity of a flood risk management strategy for a sustainable rural development

Abstract
Flooding is a natural process; they become a risk to society as human develop activities in the riparian areas
without paying attention to the measures required by each situation. In rural areas, floods have significant
impacts on agriculture and can cause visible damages for property and settlements, as a consequence of land
cover change. The development plans of rural areas must take into account the Directive 2007/60/EC on the
assessment and management of flood risk, because its implementation is a necessary measure for a
sustainable development. Flood risk management re presents the application of policies, procedures and
practices, having as objectives risk identification, their analysis and assessment, treatment, monitoring and
reassessment of risks in order to reduce them, undertaking of preventive measures in order to limit the effects
of floods. The core objective of the research is to enhance the role of the land use planning in the flood risk management plans. Planning purposes to guide the new development of the area to reduce the vulnerability
and the flood risk; if not, the development could be compromised. The article includes several proposals for
the issues which must be taken into account for a flood risk strategy.
