According to the National Core Curriculum (NCC), the first foreign language education begins in the fourth grade of primary school at the latest, but if properly trained teachers in the school education program and the institution permits has l-3rd grade was intro-duced in the teaching of a second language. This possibility is consistent with published in 1995 by the European Commission on the so-called education and training.
